France tightens gambling rules to shield minors and addicts
France’s gambling regulator, the Autorité Nationale des Jeux (ANJ), is stepping up efforts to protect minors and support problem gamblers. New measures will include stricter controls, awareness campaigns, and systems to track risky behaviour.
The push for stronger safeguards began in 2019 when a decree was issued to improve player protection. By 2022, operators were legally required to prevent underage gambling and assist excessive gamblers.
Ahead of the 2022 Football World Cup, awareness campaigns were intensified to discourage minors from betting. The ANJ also announced plans to introduce visible signs banning underage gambling and tools to detect sales to minors. Now, the regulator will publish a practical guide for operators and launch control actions to help those at risk. Systems will be developed to identify rising gambling activity early. Operators must also report measurable results in reducing problem gambling and related spending.
The ANJ’s focus remains on two key areas: preventing minors from gambling and supporting excessive gamblers. Operators will face stricter oversight, with clear targets to lower harm and spending linked to problem betting.
