Brazil cracks down on unlicensed gambling ahead of 2025 regulation

Brazil is moving forward with plans to regulate its gambling market by January 2025. The Ministry of Finance has set a strict deadline for unlicensed operators to close by October 1. Those who fail to comply will face legal action within weeks. The government has already begun blocking payments to non-compliant gambling firms. Operators currently running without a license must shut down by the start of October. However, companies that have applied for a license can continue operating while their applications are processed.

So far, 113 businesses have submitted applications ahead of the 2025 launch. Each must pay a fee of R$30 million (around $5.48 million) by the end of 2024. The new regulated market will officially open on January 1, 2025, under federal oversight.

The crackdown aims to eliminate unlicensed gambling before the regulated system begins. Licensed operators will be the only ones allowed to function legally after the deadline. Those who miss the October cutoff risk penalties and financial restrictions.
