Chicago's casino race heats up as Hard Rock, Bally's submit bids for gaming licence

Chicago has moved closer to securing a major casino development after receiving multiple bids for its gaming licence. The city extended its submission deadline to 2 pm on Friday, October 29, following earlier delays over tax concerns. The process began last year when the city asked four gaming firms for initial proposals. Among them, Hard Rock International has now formally submitted its bid for the licence. Chairman Jim Allen called the opportunity an honour for the company.

Mayor Lori Lightfoot wants the project to bring a Las Vegas-style attraction to Chicago. However, the original timeline faced setbacks after worries surfaced about a tax rate exceeding 70 percent. The adjusted rate now sits near 40 percent, easing some of those concerns.

Bally’s Corporation and Rush Street Gaming have also entered the race. Bally’s proposed two separate locations, while Rush Street Gaming did the same. Hard Rock, meanwhile, has reassured that its Chicago plans won’t overshadow its existing venues in Gary and Rockford.

The submission deadline was previously pushed back from August 6 to late October. This gave firms extra time to refine their proposals before the final cutoff. With bids now in hand, Chicago officials will review the proposals for a casino that could reshape the city’s entertainment scene. The selected operator will need to meet the adjusted tax terms while delivering a high-profile resort. A final decision is expected once evaluations are complete.
