Lottoland Authorized to Facilitate Online Lotteries in Germany
Lottoland obtains a gambling permit in Germany and gets listed on the GGL's approved list.
As revealed in a report from GAMBLING INSIDER [Link provided in English], lottery service provider Lottoland has secured a license from the German Gaming Authority (GGL). Subsequently, Lottoland is now legally able to function as a mediator for the German state-owned lottery companies. In essence, gamers submit their lottery tickets to one of the 16 state-licensed lottery entities in Germany. It's important to note that there's no direct monetary interaction between Lottoland Deutschland GmbH and the German players during the commercial mediation of such games, as second lotteries remain illegal within Germany's borders.
Magnus von Zitzewitz, Lottoland Germany's CEO, applauded the approval of Lottoland's license application by the GGL and its subsequent placement on the GGL accredited list:

Since acquiring this license, Lottoland can now serve as a legal intermediary for the state lotteries in Germany, although foreign lotteries, like the Spanish El Gordo, cannot be sold to German customers. The GGL's decision to grant Lottoland a German license has yet to be officially communicated to the public.
Lottoland: Unauthorized Gambling Provider in Germany
For quite some time, Lottoland was a notorious entity in Germany, credited as a supplier of unauthorized second lotteries. In second lotteries, players don't participate in official draws conducted by legitimate providers; instead, they bet on the results of official lottery draws.
In spite of official lottery draws such as 6 out of 49, Spiel 77, and Super 6 laying the groundwork for a possible victory, German players playing via unlicensed providers have no legal right to receive payouts, as it constitutes an unlawful offering. Consequently, player protection is not guaranteed with non-licensed lottery providers in Germany.
As early as 2022, the GGL initiated an administrative investigation against Lottoland due to its unauthorized operation in Germany.
Lotteries Gaining Popularity Among German Gamblers
Lottery games have gained considerable popularity among German players, as evidenced by the record-breaking revenue generated by German lottery companies in 2023. Players spent a staggering sum of €8.2 billion on German lotteries in the previous year.
Lotto Baden-Württemberg became the first German lottery company to introduce online slot games to its players via its platform "erwin," in addition to enabling participation in state lotteries.
German lottery companies emphasize player protection and stringent security standards. WestLotto collaborates with OpenBet and leverages its Neccton technology for money laundering deterrence and early fraud detection.
Among the most favored lotteries in Germany are classic games like 6 out of 49, GlückSpirale, and EuroJackpot. It remains to be seen whether, apart from Lottoland, other online lottery providers will get an official license from the GGL.
Following the approval from the German Gaming Authority, Lottoland can now provide news to German players about their ability to submit lottery tickets to state-licensed lottery entities. Due to the GGL's administrative investigation against Lottoland in 2022, the company's unauthorized gambling operations in Germany have come to an end, making way for their legal inclusion in the market.
