The Belgian legislature endorses measure boosting minimum age for gambling participation to 21 years old.
The Belgian legislature approved a measure on January 25th, elevating the threshold for gambling participation to 21 years old. This change implies that, in Belgium, individuals will be authorized to gamble solely from the age of 21. Furthermore, a fundamental prohibition on advertising for all forms of gambling is being implemented.
Age limit for gambling increased from 18 to 21
Media reports indicate that the Belgian Parliament passed the legislation in a plenary session, intentionally increasing the gambling age requirement from 18 to 21. Participation in the Belgian national lottery, however, will remain permitted for individuals aged 18 and above.
The legislation also encompasses additional provisions and restrictions. Upon its implementation, it will be illegal to amalgamate numerous licenses on the same online platform.
As a result, activities such as sports betting will no longer be able to be integrated with other gambling options on the same website. Bonuses and promotional gifts crafted to entice users to sign up or play will also be prohibited.
To safeguard younger individuals, gaming machines will be removed from bars, youth facilities, and gas stations.
New regulations aimed at protecting young problem gamblers
Many experts have expressed the sentiment that the increased minimum age for gambling in Belgium was long overdue. The prevalence of problem gamblers has skyrocketed in recent years, with the number of daily players doubling in 2023 compared to 2019.
Recently, the Belgian Expert Group on Alcohol, Drugs, and Gambling has advocated for an increase in the minimum age. According to its members, the new age limit represents a crucial step in thwarting addiction, particularly among young people.
The map of individuals grappling with problematic gambling can also be observed in the Belgian self-exclusion register. In 2023, roughly 6,000 people voluntarily registered.
Intention to establish a broad gambling advertising ban
In accordance with the bill's approval, a fundamental prohibition on advertising for all types of gambling is planned. This encompasses online casinos, which have been banned in Belgium since 2018.
The new legislation also stipulates the removal of gambling provider advertisements from sports team jerseys and the prohibition of advertising within stadiums, including banner ads and exterior promotions.
Sports clubs and operators will have four years to eliminate gambling advertising and find alternative advertising partners.
The bill has sparked heated debates
The initial proposal to raise the minimum age for gambling was submitted to the Parliament in 2019 by Stefaan van Hecke from the Groen party. However, the question of the advertising ban has escalated into protracted disputes that have persisted until 2024.
