Three-pronged framework - State's efforts to aid flood-stricken residents

Based on her explanation, the financial assistance available to residents of Saarland comprises of three main components. Individuals must submit their applications to their respective towns, which will collaborate with the districts or regional associations to process the claims.

Rehlinger mentioned that it's likely these applications will be received within a week's time. The state government will cover half the cost of the financial damages, the districts will be responsible for 25%, and the cities and municipalities will shoulder an equal percentage.

In Müller's words, "the people of Saarland who have suffered losses will now have clarity about how they will be assisted, an important development after the immediate response to the crisis."

Main points of the announced financial aid

  1. Natural disaster damage decree: This 2020 directive regarding significant and crucial damage applies if you're in dire need. It mostly remains unchanged but simplified in certain areas and lowering of certain thresholds. Private individuals, associations, small and medium-sized companies, and freelance professionals are eligible to Apply if they experience damage to their private properties, household items, or association/company assets due to flooding. Damage valued at €5,000 and above (previously €20,000) is recognized as natural disaster damage.

The government grants financial assistance up to half the cost of the damage, capped at €75,000. If the damage exceeds €150,000, they will consider an interest rate subsidy of up to 100% for the interest incurred on the loan needed to cover the remainder.

To get the primary damage allowance, proof must be provided that it wouldn't have been fiscally prudent to get insurance. This proof consists of two current offers, one of them being no more than two percent of the household's monthly income.

  1. Flood aid: A compensation of €1,000 per family is possible in this case. The state government states, "The relevant town must confirm that the family in question was at the heart of the affected area and suffered actual damage. The affected person must confirm that the damage measures up to the flood aid requested."
  2. Hardship regulations: If there are cases that don't comply with the previous guidelines, an agreement has been made for a hardship regulation to help these individuals as well.
