The federal states have collectively called for alterations in the proposed hospital reform spearheaded by Federal Health Minister Karl Lauterbach (SPD). They highlighted the lack of clarity surrounding the design of the intended payment system and its potential impact. Kerstin von der Decken (CDU), the Chairwoman of the Conference of Health Ministers from Schleswig-Holstein, elaborated on this point on Tuesday, expressing concern over the paltry attention given to assisting small, financially distressed hospitals.

All federal states concurred that extensive modifications to the legislative draft needed to be implemented without delay. The absence of party politics in this matter emphasizes the pressing need for these changes. In a recent statement, the federal states have put forth their views on a recently introduced hospital reform draft, demanding the Bundesrat's approval for any such law.

Lauterbach's plan includes shifting towards flat rates for treatment procedures as a means of alleviating the financial pressure on hospitals to accommodate an increasing number of cases. Hospitals would be guaranteed 60% of the reimbursement solely for delivering services. The health insurance funds would be required to finance these services using more specific service groups with uniform quality standards. A debate on the reform draft bill is scheduled for May 8 by the Federal Cabinet.
