Conversations regarding illegal gambling on German amateur football are still happening. The Joint Gambling Authority of the States (GGL) has now entered the discussion and has published FAQs regarding wagers on amateur league matches.

Gambling on amateur games in Germany is forbidden

A report from ARD sparked debate recently regarding unlawful sports betting on German amateur football. In response, the GGL published FAQs with crucial information on wagers on amateur league games on August 20th.

According to the GGL, betting on amateur games is strictly prohibited in Germany. Events that mostly feature amateur players or minors are not permitted in Germany, except for major events like World Championships or Olympic Games.

Quickly determining if a sports betting provider is legitimate is straightforward. All authorized providers must display their state permit on their homepage. Additionally, the GGL authorized provider list for Germany is accessible for review.

Varied legislation overseas

The GGL FAQs state that different regulations apply internationally. There is no uniform gambling law in the EU, so different guidelines exist for gambling and sports betting in European nations. Consequently, wagers on German amateur football may be legal abroad.

The GGL clarifies that licensed providers with foreign identically named sister companies must ensure that German players cannot access the foreign offers. Betano is reportedly among the providers on the German whitelist, but offers wagers on German amateur football abroad. According to the GGL, Betano must prevent German sports betting enthusiasts from accessing foreign wagers.

The GGL underscores that the foreign betting offer does not play a role in the granting of German licenses. Even if Betano provides wagers on German amateur football abroad, the sports betting provider can retain its German license if the wagers are actually only provided abroad and not in Germany.

Another data scout dismissed from the stadium

The ARD report "Attack on amateur football - The betting industry's avarice" exposed how sports betting providers collect data for their betting offerings. Observers known as data scouts watch the game and transmit the acquired data in real-time.

A data scout was allegedly removed from the stadium of the Kirchheimer Sportclub, a club in the Bayernliga, a few weeks ago. According to the Hesse amateur football portal Torgranate, another data scout was recently discovered in the Verbandsliga Mitte (Hesse).

During the match between TuS Dietkirchen and SG Walluf, the data scout collected game information and presumably sent it electronically to an employer. The club utilized its authority and evicted the data scout from the stadium.

The Hessian Football Association is reportedly handling the incident seriously and has already contacted Dr. Carsten Thiel von Herff, the referee and match manipulation ombudsman of the DFB. Yet, no signs of match or gambling manipulation have been found.

To address the discovered data scout in the Hesse Verbandsliga Mitte, the association published a guide on "handling sports betting in amateur sectors" on August 21st. The guide informs readers about the ARD report and provides key aspects, along with various club recommendations.

If a data scout is identified in the stadium, it must be removed in collaboration with the responsible parties and referee team, with clubs able to exercise their house rights for this purpose.

Additionally, all suspicions should be reported, and all observations thoroughly documented. Available wagers on amateur games should be recorded with screenshots.

If there is any suspicion of match-fixing, the case must be reported immediately to the sports court. Responsible for investigating and uncovering manipulations, the sports court pursues and uncovers such incidents.

The Hesse Football Association encourages its members to remain watchful and proactive against gambling in the amateur sector. There's a strong legal basis, and its enforcement is critical in safeguarding the sport's integrity.
