Environmentalists in the Bavarian parliament are critical of the slow advancement in installing solar panels on top of public buildings. Photovoltaic systems on public rooftops in Bavaria seem to be making minimal development, said Martin Stümpfig, an energy expert from the Greens, to the German Press Agency. Despite finishing 2022 with merely 54 new systems in place and only 5% of the 11,000 roofs of state-owned establishments being covered in photovoltaics, it is projected that the government will miss its target of using all 1,300 pre-assessed rooftops as solar power stations by 2025. These facts were extracted from an official reply given to the Green parliament group's inquiry in the state parliament and are accessible to the German Press Agency.

Katharina Schulze, the Green parliamentary group leader, referred to the slow growth as a "testament to poor performance." She said, "We have seen so much talk about big plans, but once we look closer, it becomes evident that the state is significantly lagging behind. The public and the economy are heavily investing in solar systems, but the government itself is not." Schulze personally blamed the Prime Minister Markus Söder (CSU) for this failure. "The expansion of renewable energy projects managed by the state needs to be prioritized," she stated.

Stümpfig questioned the government's neglect of utilizing the premises for energy purposes. He inquired, "Why are almost 90% of the roofs in this state deemed unsuitable for photovoltaics? Why is there a lack of integration of solar systems on the facades or parking lots?"

In 2022, the Bavarian government allocated 125 million euros for the increase of photovoltaic systems on rooftops of their own buildings. Markus Söder often champions Bavaria as a "solar state" while denouncing the "wind states" in northern Germany. Nonetheless, his perspective that Bavaria occupies the forefront in increasing renewable energy among the German states is debated by critics. The Federal Network Agency's records show that a solar capacity of 3.5 billion watts was added in Bavaria last year. This is the highest growth rate among the federal states, but Bavaria is also the largest state in area and has the second-highest population after North Rhine-Westphalia.
