Online Gambling Bill Unveiled by Tina Davis in Pennsylvania: Third Attempt
Pennsylvania is a prime target for online gambling enthusiasts in the US, with a large population and a history of expanding gambling. Legislators seem open to introducing more gaming options, as there are already multiple bills for online gambling currently under review.
The latest bill, introduced by Representative Tina Davis (D-Bristol Township), is the third this year and is identical to one she proposed in 2013. The bill aims to regulate online poker and casino games in the state, safeguarding the existing gaming industry amid competition from other states.
This 'responsible' Internet gaming system requires prospective players to register and be approved by one of Pennsylvania's 11 casinos for online gambling. The bill would also impose a 28% tax on Internet gambling revenues, with distributions going to the Property Tax Relief Fund, reducing transit costs for the elderly, and supporting the Pennsylvania Race Horse Development Fund.
Only licensed Pennsylvania casinos could operate the websites, with a starting fee of $5 million and $500,000 for each three-year extension. Representative Davis argues that this will protect Pennsylvanians and help the established gaming industry.
With three bills in the legislature, Davis' bill has gained support from several Democratic representatives co-sponsoring the legislation. However, it competes with two other bills - HB649, from House Gaming Oversight Committee chairman John Payne (R-Hummelstown), which has bipartisan support, and a bill from Representative Nick Miccarelli (R-Delaware County) that only regulates online poker.
The Gaming Oversight Committee is expected to hold a public hearing on 'Internet Gaming and Mobile Gaming' later this month.
A Detailed Look at "Responsible" Internet Gaming
Davis' bill emphasizes strict control over the online gaming industry while also finding benefits for the common good. First, players must register with a casino, which will then vet them for online gambling.
Moreover, the bill includes a significant tax, with all online gambling revenue taxed at 28%. This tax revenue will be distributed: 66% to the Property Tax Relief Fund, 30% towards cheaper transit for the elderly, and 15% going to the Pennsylvania Race Horse Development Fund.
Only casinos with licenses will be allowed to operate Internet gaming sites in Pennsylvania. To obtain a license, the casino must pay $5 million. License extensions are available for $500,000 per three-year period.
