UK Regulator Intensifies Scrutiny on Allwyn due to Delays in Lottery Modernization Project

The UK Gambling Commission (UKGC) has taken enforcement action against Allwyn, the operator of the UK National Lottery, due to delays in meeting the February 2025 deadline for the full delivery of modernisation commitments under its National Lottery licence.

Allwyn, which took over the National Lottery in February 2024, has been slow to implement core system overhauls and technology upgrades. The delays include migrating 30 years of legacy data onto new platforms, upgrading key systems, infrastructure, retail operations, the website, and mobile app – all contractually required as part of the Fourth National Lottery Licence agreement.

The modernisation efforts involve system infrastructure upgrades, retail terminal improvements, and digital platform enhancements, spanning more than 43,000 retail outlets. These updates are part of Allwyn's strategy to deliver a more robust and engaging lottery experience for players and retailers, with the aim of boosting overall participation.

However, the UKGC views the delays as significant enough to initiate formal enforcement action. The regulator has emphasised that Allwyn was legally committed to delivering "full functionality" modernisation by February 2025, which was not met. As a result, the Commission has opened an ongoing enforcement process to investigate and remedy these contractual breaches.

Allwyn has admitted missing a milestone detailed in the Enabling Agreement and is fully cooperating with the Commission's investigation. The company has justified the delays partly due to the complexity of migrating decades of legacy data.

The recent regulatory crackdown could have financial and reputational implications for Allwyn, depending on the conclusion of the investigation. The UKGC continues to supervise the upgrade efforts, with the updates scheduled for August 2025. The Commission has made it clear that this probe is separate from day-to-day oversight, but its outcome may impact future interactions with the company.

The National Lottery system has not received a significant refresh since 2009, and the UKGC has been critical of the slow pace of updates. Allwyn must demonstrate that it can provide both innovation and accountability to meet the expectations of the public and the Commission.
