U.S. Advancement in AI Taking Shape with Adoption of National AI Strategy House Bill
The U.S. House of Representatives has introduced a resolution, spearheaded by Reps. Will Hurd (R-TX) and Robin Kelly (D-IL), that aims to establish a comprehensive national strategy for artificial intelligence (AI). The resolution, which emphasizes the importance of AI in bolstering U.S. competitiveness, strengthening national security, and maximizing societal benefits from AI, has garnered significant attention.
The proposed strategy encourages the government to review its hiring practices, ensuring they do not disqualify individuals with AI skills who do not hold degrees. This move builds upon President Trump's executive order regarding federal hiring.
The resolution also calls for increased funding for AI research to maintain U.S. leadership in AI innovation. Funding will be allocated to foster research for advances in AI, such as training AI models on smaller data sets and making more efficient use of computing resources.
In a bid to reduce bias in AI system training, the resolution encourages the government to make non-sensitive government datasets available. Furthermore, the resolution endorses five guiding principles for the national AI strategy: maintaining global leadership, preparing the workforce, strengthening national security, fostering mechanisms to address bias, fairness, and privacy issues, and advancing AI research and development.
The resolution also emphasizes the importance of the United States taking a global leadership role in AI. It encourages the U.S. to leverage its alliances to prevent China and Russia from misusing AI systems and to reduce the likelihood of unintended use of AI systems by the United States or its allies.
To ensure public trust in the ethical use of AI systems by the U.S. military, the resolution aims to help the United States maintain a strategic military advantage over China. It encourages academia, the private sector, and federal agencies to collaborate in developing best practices for testing, evaluating, validating, and verifying AI systems vital to the military.
The resolution also seeks to demonstrate the feasibility of using alternative certifications in the federal government and private sector for AI jobs, working towards separating education from credentialing. It calls for federal government support in technical and non-technical research to ensure AI systems are ethical, reduce bias, promote fairness, and protect privacy.
In addition, the resolution advocates for increasing funding for technology education programs to equip students and workers with AI skills. The United States has already joined the G7 partnership on artificial intelligence to strengthen its participation in international forums that set AI principles, norms, and standards.
The resolution concludes by suggesting Congress should pass the resolution and take necessary steps to fulfill this vision. A link to Rep. Robin Kelly's House website is provided for further information.
