Trump's deregulation push cuts small-business rules to historic lows by 2024

The Trump administration has slashed regulatory activity to levels not seen since the 1970s. By year's end, only 27 significant rules affecting small businesses are expected—an all-time low. This marks a sharp contrast to the Biden era, where red tape expanded rapidly according to recent reports like Ten Thousand Commandments. Out of 2,029 finalised rules so far, 510 impact small businesses, but just 21 carry major economic weight. The Small Business Administration's Office of Advocacy has driven deregulation, advising agencies on cutting unnecessary regulations. Key changes include delaying costly trichloroethylene rules, expanding telemedicine for buprenorphine treatment, and pausing certain FAA drug-testing requirements.

Nearly half of the 36 public laws Trump signed by September used the Congressional Review Act to overturn late Biden-era regulations. Yet many of these rollbacks are temporary, and Congress has shown little appetite for deeper reform. The Small Business & Entrepreneurship Council highlighted ongoing overreach, pointing to credit-card late-fee rules, aggressive antitrust moves, and new Labor Department mandates for contractors and franchises. Despite deregulatory pushes, Washington's influence persists through grants, subsidies, loan guarantees, and contracts—even with some budget cuts. The administration's approach has left conventional rulemaking nearly dormant, but critics argue that temporary fixes may not last without broader legislative support.

The projected 27 significant small-business rules by year-end would set a historic low. While Trump's deregulatory efforts have reversed some Biden-era policies, many changes remain short-term. The long-term impact depends on whether Congress takes further action—or if future administrations reinstate stricter controls.
