This migration solves strategic tasks for managers from the capital who are invited to the regions, but they often face resistance from local teams and differences between regional and metropolitan markets.

In the industry, companies often attract working and engineering personnel from small towns, providing them with stability and a social package. However, regions often lose strong specialists due to labor migration, and new candidates must adapt to the unfamiliar conditions.

To ensure successful migration, comprehensive programs are necessary. These programs should include transparent conditions at the start and serious financial support. Initial investments in accommodation infrastructure are essential for implementing the shift method, a practice that helps attract employees from less competitive regions with low relocation readiness.

The shift method, promoted by Kateryna Sopina, Head of "Apryat-Analytics," has become popular among large city enterprises for remote work. This method increases business efficiency, reduces recruitment and training costs, and helps establish a stable HR policy in unpredictable market conditions. The Irkutsk Oil Company's project "Shift work - the new remote work" has demonstrated such benefits, boosting shift workers' job satisfaction and improving recruitment efficiency.

However, high turnover rates are common for shift workers, with 35% for highly qualified workers, 60% for low-skilled workers, and up to 80% in trade and e-commerce. This high turnover can be attributed to various factors, including the stress of moving and changing lifestyle, as well as potential cultural conflicts with the local team.

Labor migration is a trend in IT companies, according to Anna Rassomakhina, director of the recruitment agency "Valuable People." This practice allows them to quickly fill vacancies with rare competencies. Vyacheslav Sychov, Director of "Kadrovye Technologii" company, notes that migration offers access to candidates nationwide and solves the shortage of unique skills.

For enterprises in remote regions or regions with insufficient labor resources, migration is often the only way to fill labor shortages. This trend is not exclusive to Russia, as regions in Germany experiencing significant increases in workforce emigration are being used as strategic personnel management tools by large companies. Despite the high costs associated with relocation or shift organization, adaptation, and the risks of quick employee turnover, the benefits of labor migration in addressing labor shortages cannot be overlooked.

Balancing the benefits and risks is key in migration, making it a complex but essential aspect of modern business strategies.
