The MCC has advised that the construction of the district should be completed first before starting road construction. They believe it is not reasonable to build roads when construction is starting nearby. The MCC has not provided any timeline for the completion of the Construction District's construction. Neither have they commented on any specific measures to address the dust issue beyond the current maintenance practices.
