Stricter customs warehouse rules tighten oversight on imported goods
Public customs warehouses now operate under stricter rules to ensure compliance with tax and duty suspension systems. These facilities, designed for storing imported goods, face tighter oversight and clearer storage limits. Authorities have also set new financial and operational requirements for operators.
The license to run a public customs warehouse lasts for three years, with renewals possible for similar periods. Goods stored in these facilities can remain for one calendar year, though a single extension may be granted with approval. If items are not cleared or re-exported within the legal timeframe, customs will take action—either selling them at public auction or destroying them.
Customs officials hold broad powers to monitor operations. They can inspect inventory at any time, verify stock levels, and impose extra controls when needed. Their oversight covers every stage, from receiving and registering goods to storage, release, and transport between warehouses. Operators must keep accurate records, as authorities can audit documents, accounts, and data to check compliance. The rules also set strict conditions for warehouse operators. Facilities outside customs departments must now have at least 5,000 square metres of space and a minimum capital of KD 300,000. Operators are fully responsible for the safety of stored goods and the correctness of all submitted paperwork. Importantly, these warehouses cannot hold items meant for local trade.
The updated regulations aim to strengthen control over imported goods stored under duty suspension. Operators must meet higher financial and operational standards while ensuring full compliance with customs checks. Failure to follow the rules can lead to forced sales or destruction of goods still in storage beyond the allowed period.
