Heilbronn, a city in Baden-Württemberg, has taken significant steps to improve public safety and security. The "Secure Heilbronn" concept, an agreement between the Police Headquarters Heilbronn and the city, was implemented on April 24, 2023.

The agreement, signed by local authorities and persons responsible for security collaboration on October 17, 2024, aims to further enhance the sense of security among the population in Heilbronn. It specifically addresses areas where people feel afraid, focusing on parts of the city center where residents have expressed feelings of insecurity.

According to data from 2024, there is an indication of a decrease in public space crimes, particularly aggressive offenses. This positive trend is expected to be further strengthened and expanded with the "Secure Heilbronn" agreement.

In 2023, Heilbronn saw a 28.7 percent increase in total crimes compared to the previous year. However, the city achieved a significantly higher clearance rate (67.1%) compared to the state average (61.2%). The city and police are increasing their presence, controls, and early displacement measures to enhance subjective security.

The agreement provides for increased use of civilian police officers, firm action against criminals and disruptive groups, including exclusion orders and other administrative measures. Prostitution has been prohibited in the area of the harbor street, and an alcohol ban has been imposed in the Flügelnussbaum/Stadtgarten area.

The city has designated the area around the main station and parts of the city center as weapon and knife ban zones. Thomas Strobl, Deputy Minister-President and Interior Minister, emphasized the importance of citizens feeling safe and using the city's diversity.

Frank Spitzmueller, Police President, stated that the agreement will continue the proven cooperation with a focus on keeping the security concerns of citizens in mind. Harry Mergel, Mayor of Heilbronn, also emphasized the importance of citizens feeling safe, stating that the city's diversity should be a source of strength, not a cause for concern.

It's worth noting that the crime burden in Heilbronn has been below the average of major cities in Baden-Württemberg for the past ten years. The city and police are working together to maintain this trend and make Heilbronn an even safer place for its residents and visitors.

The "Secure Heilbronn" agreement is a testament to the city's commitment to public safety and security. It's a collaborative effort between local authorities, the police, and the community, working together to create a safer environment for all.
