Breaking Budget Records in the Dutch Gambling Boom
It seems that a record-breaking contribution to the Dutch budget can be attributed, not only to COVID-19 measures being lifted but primarily a flood of online gambling platforms. According to the Kansspelautoriteit's estimates, one in five Dutch residents indulged in the digital casino scene.
Interestingly, 60% of these new players were first-timers, making a noticeable dent in the popularity of the state-owned Holland Casino, which has a presence in 14 locations nationwide.
Legalization didn't come easy. In 2012, the government laid the groundwork; however, a final decision wasn't reached until 2021. Supporters reasoned that proper licensing would steer folks from risky black-market platforms, limiting chances of fraud and ensuring underage users could be prevented from accessing these services.
Presently, 8 out of 10 users opt for licensed providers. In the Netherlands, a license carries a hefty fee of €48,000, and operators standing on the wrong side of the law with an annual turnover of over €15 million face hefty fines equaling 4% of their annual revenue. Harsher penalties follow for companies providing services to minors.
Dutch gambling enthusiasts can trace the tradition back to the Staatsloterij in 1726, the one of the oldest lotteries still in operation.
Remarkably, despite a 6.2% increase in Gross Gaming Revenue (GGR) to €1.47 billion in 2024, a dramatic dip occurred in the last few months. A peak in online gambling revenue saw a plummet of 12.3% in the fourth quarter of 2024 when compared with the same period the preceding year[4].
Regulatory changes introduced in 2025, such as deposit limits linked to affordability and increased taxes from 30.5% to 34.2% took a toll on online gambling operators' revenue[4][5]. Although higher taxation could potentially lead to increased tax revenues, the interplay of these regulations on the budget's overall contribution remains intricate. The decline in online gambling revenue and fears of a black-market shift cast doubts on the neatness of the contribution to the record-breaking budget.
