Instead of requiring the decision of seven individuals, the system will be based on parameters, checking numerous registers to ensure compliance with regulations. Criteria may include non-inclusion in sanctions lists, absence of encumbrances, no tax debts, and entirely Ukrainian ownership, among others. Fulfillment of these requirements and sufficient funds will result in an automatic license grant.

Fedorov stressed the importance of parliamentary votes backed by court decisions for the regulator's actions.
