Public service progressively shifts towards enhanced fairness, empathy, and sustainability, according to Christian Pegel.
The state government of Mecklenburg-Vorpommern has announced a series of reforms aimed at modernizing the public service, facilitating personnel recruitment, and increasing flexibility in the deployment of civil servants in the state and municipalities.
In a bid to strengthen legal clarity, the state government is targeting further development of the state disciplinary law and establishing clear legal foundations for central personnel decisions, following the guidelines of the Federal Administrative Court.
One of the key reforms is the legal approval of aptitude diagnostic instruments for personnel selection, which will help in making more objective and fair decisions.
The reform also includes improvements in the protection of female officials. The state government is regulating maternity leave and parental leave early to provide better support for female officials in special life situations. These changes will come into force immediately and remain valid until the corresponding change in the state civil service law is officially implemented.
Disciplinary proceedings can now continue if a probationary civil servant's contract with the same employer begins immediately afterwards, as per a new regulation in ยง 34 of the state disciplinary law.
The reform also opens new paths for access to the civil service, including a new experimental clause for the technical service career. Service evaluations are now being used as the basis for promotions and selection decisions, creating more transparency and legal certainty for officials and the administration.
Personal characteristics such as gender, ethnic origin, or sexual identity have no influence on service evaluations, as stated in a new paragraph in the evaluation law. Discrimination has no place in the administration, and every person has the right to be evaluated solely on the basis of their suitability, competence, and professional performance.
The reform aims to make the public service in Mecklenburg-Vorpommern more modern, future-oriented, and significantly more attractive. Minister Christian Pegel presented these reform ideas for the State Civil Service Act and the State Disciplinary Law to the cabinet.
Another significant change is the introduction of a flat-rate allowance for civil servants in Mecklenburg-Vorpommern, allowing them to choose their health insurance. This move is expected to improve the overall well-being of civil servants and attract more talent to the public service.
The responsible authorities for implementing the new regulations regarding flat-rate legislation in the public service in Mecklenburg-Vorpommern are primarily the state government and relevant public service administration bodies within Mecklenburg-Vorpommern, supported by collective bargaining organizations such as the dbb beamtenbund und tarifunion.
The reform also simplifies the transfer of municipal civil servants to the state service and the takeover of professional soldiers into a civil service relationship without a probationary period.
The regular retirement age in the fire service is reduced when performing 24-hour shifts. A reliability test is also introduced for transfers and reinstatements in the career of the police service.
