Proposition for Revised Electronics Policy to Enhance Smartphone and Electronic Device Production

The Uttar Pradesh government has introduced a draft policy named "UP Electronics Component Manufacturing Policy 2025". This policy, approved by the cabinet in September 2025, aims to position Uttar Pradesh as a major player in India's electronics manufacturing sector and attract more participants in the electronics and smartphone manufacturing industry.

The policy is focused on creating an environment conducive for the growth of the electronics and smartphone manufacturing sector in the state, particularly in the Noida region. The objective is to strengthen electronics and smartphone manufacturing, with a goal to achieve $50 billion worth of electronics production within the next five years.

The policy supports India's vision of becoming a hub for electronics manufacturing and is part of Uttar Pradesh's broader goal of becoming a $1 trillion economy by 2030. The growth in electronics production is expected to be multi-fold within the next five years, creating massive employment opportunities.

The policy is designed to provide an ecosystem for nurturing domestic and international investors. Incentives proposed in the policy include capital investment subsidies, stamp duty waivers, electricity duty waivers, and participation interest grants.

Noida has been confirmed as a centre for electronics and smartphone production. However, as of now, no companies have been explicitly named in publicly available sources as having announced investments in electronics and smartphone manufacturing in the Noida region under the newly introduced UP Electronics Component Manufacturing Policy 2025.

The policy is expected to enhance Uttar Pradesh's role in global supply chains and contribute to the economic growth and development of the state. The growth of electronics production from U.P. is expected to attract serious investment, positioning the state as a significant player in the electronics manufacturing industry.

The policy has been made effective retrospectively from April 1, 2025.
