Proposals have already been made by the Commission.
On August 5, 2025, applications for mail-in voting documents for the upcoming municipal and integration council elections in Germany become available. The municipal election, scheduled for September 14, 2025, will see representatives elected for the city council, county council, mayor, and landrat, while the integration council election will be for representatives of the integration council.
Eligibility for both elections is extensive, including foreigners with a settlement or residence permit, all EU citizens, German citizens with dual nationality, naturalized Germans, children of foreign parents who were born German, resettlers, stateless persons, and recognized refugees. To be eligible, these individuals must be at least 16 years old, have had their main residence in the respective city for at least 16 days before the election, and have been legally residing in Germany for at least one year in some regions, such as Bergisch Gladbach.
For those eligible to vote, voting documents can be obtained and voting can take place at the town hall, Room 101, Kölner Str. 75, during the specified office hours. On-site voting will be available from Friday, August 30, 2025, until regular office hours on September 12, 2025. Office hours for on-site voting are the same as for obtaining mail-in voting documents: Monday to Thursday, 8:30 AM - 4:30 PM, and Friday, 8:30 AM - 12:30 PM (until 3 PM on September 12). On Wednesdays, the office is open until 12:30 PM only.
For those who prefer mail-in voting, applications can be made during the same office hours. The link to submit the mail-in voting application is provided. It is important to note that one should only apply for mail-in voting for the election they are eligible to participate in.
The integration council election is a separate election from the municipal election, and both will take place on September 14, 2025. In the integration council election, representatives for the integration council will be elected.
