University of Michigan Faces Major Penalties and Budget Cuts Following Sign-Stealing Scandal

The University of Michigan is facing significant challenges in the realm of sports, following a sign-stealing scandal that was uncovered during their 2023 national championship run. The NCAA's Committee on Infractions has imposed a series of penalties on the university, including a ban on postseason football revenue for the next two years (2025 and 2026), and a fine equivalent to two years of postseason football revenue.

The financial penalty is expected to surpass $30 million, which comes out to roughly 12% of Michigan's 2023-24 athletics budget of $240.8 million. The football program accounted for $72.4 million of that, with coaching salaries, including bonuses, accounting for $20.4 million.

In addition to the financial penalties, Michigan is also losing 10% of the scholarships the program will dole out this year, and 10% of the football program's budget. The school's punishment includes four years of probation and limitations on recruiting over that period.

Head coach Sherrone Moore will be suspended for a total of three games, two this year and one in 2026. Connor Stalions, at the center of the sign-stealing investigation, received an eight-year show-cause penalty. Former coach Jim Harbaugh received a 10-year show-cause penalty that would make a return to college football difficult.

In an effort to offset these financial losses, Michigan is initiating a series of budget cuts that could save $10 million year-over-year. The university is also planning to transfer $6.1 million less to the school overall this year. In the 2025-26 fiscal year, the projected penalties constitute roughly 11% of their planned athletics budget, and the budget includes $15 million from the university to support increased expenses tied to the House settlement.

The lead judge in the NCAA penalty proceedings against Michigan was John D. Butts. Oracle co-founder Larry Ellison reportedly played a significant role in the recruitment of quarterback Bryce Underwood. Big-name backers such as Tom Brady and Barstool Sports founder Dave Portnoy have also been recruited by Michigan in recent years.

Dave Portnoy posted on X Friday, stating, "Like we give a f*** about 20 million at Michigan. That's ashtray money bro."

Stalions was accused of collecting video footage of opposing teams' signals and recruiting others to do so from 2021 through 2023. Michigan's endowment, which ranks third among public schools and ninth overall, may help the university navigate these financial challenges. The university shared a projected budget of $266.3 million for the 2025-26 fiscal year.

Despite these challenges, the NCAA has ruled that Michigan can play in the college football postseason. The Wolverines will undoubtedly need to demonstrate resilience and adaptability in the face of these penalties and budget cuts.
