Potential for Reduction in Fundamental Security Measures

The German government, under the leadership of Chancellor Merz (CDU), has announced plans to reform the social allowance system, with the proposed introduction of a new policy known as the "New Basic Security." This change could potentially replace the current citizens' allowance, a topic that has been controversial since its introduction on January 1, 2023.

According to the coalition agreement, a possible increase in the new basic security could come as early as 2027. The exact amount for job seekers has not been announced yet, but discussions regarding reforms and adjustments, such as the Bürgergeld system costing around 60 billion euros per year, are being considered for later implementation under the current federal government agreed in 2025. Any increases would likely follow after these reform discussions and budget planning stages, potentially within the next few years following 2025.

The current citizens' allowance provides financial support to around 5.5 million people in Germany, as of January 2025. The standard rate for adults (18-24 years, in the household) receiving the citizens' allowance is 451 Euro, while singles receive 563 Euro. For couples in a need community, the amount is 1012 Euro, with each partner receiving 506 Euro. The standard rate for children (up to 5 years) is 357 Euro, while children between 6-13 years receive 390 Euro, and adolescents (14-17 years) receive 471 Euro.

Chancellor Merz plans to save several billion euros in the future with the social allowance, called the "New Basic Security." However, the Federal Ministry of Finance estimates that 1.5 billion euros could be saved next year, later even 4.5 billion. No specific details about the savings methods have been disclosed.

Some associations, including the Paritätischer Gesamtverband, have repeatedly criticized that the current citizens' allowance is too low and have demanded an increase to at least 813 Euro as early as 2023. It remains to be seen whether these demands will be considered in the new basic security policy.

The New Basic Security is part of the announced "Autumn of Reforms," a series of significant policy changes aimed at improving the German economy and social welfare system. Further details about the New Basic Security and its implications are expected to be revealed in the coming months.
