Portugal delays casino licence bids, extends current operators’ terms

Portugal’s government has extended current casino licences while it finalises a delayed international bidding process. The move keeps existing operators in place across five land-based casinos. Officials cited procedural requirements as the reason for the temporary pause.

The decision affects casinos in the Algarve, Espinho, and Póvoa de Varzim gaming zones. Current concessionaires Solverde and Estoril Sol will continue running operations during the extension. The government described the delay as necessary to 'comply with all required formalities' in the tender.

Earlier stages of the bidding process had already narrowed the field to a shortlist. This included incumbent operators Solverde and Estoril Sol, alongside Spain’s Cirsa, Comar, France’s Lucien Barrière group, and Canada-based Mercan. Once submissions close, a jury will review the bids and prepare a final report recommending an award. The extension ensures casinos remain open and revenue flows while the evaluation proceeds. The pause follows accusations of political favouritism towards Solverde during Portugal’s last legislative election campaign. Authorities have stressed the delay will last only for a 'strictly necessary period' to complete remaining steps.

Five casinos will keep operating under their current managers until the bidding process concludes. The government’s interim measure prevents disruption while officials finalise the tender. A decision on new concessions will follow the jury’s review of submitted proposals.
