In the heart of Kentucky, a historic shift may be on the horizon as Ned Pillersdorf, a respected attorney from Floyd County, mounts a campaign for the 2026 congressional election. This potential challenge could mark the first time in decades that a Democrat represents the current Fifth Congressional District, which has been under the leadership of Republican Rep. Hal Rogers for 44 years.

Rogers, the dean of the U.S. House of Representatives, has served as chair of the House Appropriations Committee for six years starting in 2011, and currently remains chair of the House Appropriations Subcommittee on Commerce, Justice, Science. However, his vote for the One Big Beautiful Bill, a tax cut measure, has raised questions and drawn criticism from Pillersdorf, who views it as an assault on the safety net and a betrayal of the district's needs.

Pillersdorf's campaign gains momentum following his recognition for his work in representing victims of a Social Security disability benefit claim scam. The scam, perpetrated by Stanville attorney Eric Conn, involved thousands of fraudulent medical documents and bribes to a Social Security Administrative Law Judge, resulting in millions for Conn. Approximately 4,000 Conn clients, many from Southeastern Kentucky, faced claim evaluations due to the scam, causing financial difficulties and distress.

Pillersdorf has been instrumental in helping many of these clients, recruiting dozens of lawyers to represent them and receiving the Pro Bono Publico Award from the American Bar Association in 2023. Last year, the Social Security Administration announced that some former Conn clients won't have to pay back the disability benefits they received.

Meanwhile, Rogers has faced no tough re-election challenges thus far. As of July, 57 percent of the voters in the Fifth District are registered Republican. However, analysts believe the turnover of congressional seats in the 2026 off-year election won't be as severe as usual due to gerrymandering.

Rogers' opponent, Pillersdorf, has received support for his campaign efforts. His wife, Janet Stumbo, is a former member of the Kentucky Supreme Court, adding a notable political presence to his campaign.
