The city administration of Yakutsk, Russia, has announced plans for temporary restrictions on heavy vehicle movement on public roads from May 2 to May 31, 2024, and further extension until August 31, 2024. These restrictions are intended to address the reduced load-bearing capacity of road structures caused by adverse weather conditions.

From June 1 to August 31, 2024, additional temporary restrictions may be implemented if the load-bearing capacity of the road structures is reduced and daily air temperatures exceed 32°C, according to the Russian Hydrometeorological Center. These restrictions will affect public roads of local significance within the city of Yakutsk.

Heavy vehicles weighing more than 8 tons (with or without cargo) will be restricted during this period. However, there are several exemptions to these restrictions. The transportation of seed fund, mineral and organic fertilizers, plant protection products, all types of feed for farm animals, grain, livestock, food products, medicines, fuel, mail, postal cargo, and vehicles of federal executive authorities, in which military service is established by federal law, are exempt.

Specialized vehicles used for weight and dimensional control of vehicles are also exempt, as well as vehicles and cargo transportation necessary for preventing emergencies and fires, as well as for warning and/or eliminating emergencies of natural and technological origin and/or their consequences. Additionally, vehicles transporting children by preschool educational organizations, general educational organizations, and additional education organizations, and those ensuring a favorable sanitary and epidemiological situation (waste removal, liquid household waste removal, sewage removal, fire elimination at landfills) are exempt.

It's important to note that the city administration has not specified any penalties for non-compliance with these temporary restrictions. The spring-summer restrictions in Yakutsk do not apply to public passenger transport on established routes, including intercity passenger transport.

The information about the exemptions comes from the Transportation and Highway Management Department of the DGTI OA of Yakutsk city. The enforcement of weight restrictions for heavy vehicles on public roads during this period is yet to be clarified.

These measures are aimed at preserving the integrity of Yakutsk's road infrastructure during the challenging spring-summer weather conditions. It's recommended that heavy vehicle operators plan their routes and schedules accordingly to avoid potential disruptions.
