Philippines tightens iGaming rules with new PAGCOR accreditation framework
The Philippine Amusement and Gaming Corporation (PAGCOR) has introduced a new B2B Accreditation Framework for foreign iGaming providers. The rules, which took effect on October 2, require all gaming affiliates, content developers, and service suppliers to meet strict compliance standards by March 31, 2026. Companies failing to secure accreditation will face removal from licensed platforms after this date.
Under the new system, eligible businesses must register as corporations and pass rigorous probity and background checks. PAGCOR's anti-money laundering (AML) division will oversee the process, ensuring all applicants meet financial and legal requirements. Each company must also submit a PHP1 million Performance Cash Deposit for every game or service category they offer.
Applications submitted before December 31, 2025, will receive a three-year accreditation period. Those approved after this cutoff will be valid for two years, extending the previous one-year term. Foreign suppliers unable to comply directly can still operate by partnering with a PAGCOR-accredited distributor rather than setting up a local office. The framework covers a wide range of participants, including affiliates, content creators, and service providers offering game content, systems, or support services. PAGCOR has not disclosed the number of foreign providers expected to apply or the dominant countries involved in the process.
The deadline for full compliance is set for March 31, 2026. Unaccredited foreign providers will be barred from licensed platforms after March 2026. The new rules aim to formalise oversight of third-party participants in the iGaming supply chain, reinforcing regulatory control over the industry.
