Philippine gamblers risk legal trouble by favoring unlicensed online platforms
A recent survey of 400 online gamblers across Metro Davao, Metro Cebu, and Mega Manila has revealed widespread confusion about gambling regulations. Many players remain unaware of the legal risks tied to unlicensed platforms, despite the growing number of licensed operators in the Philippines.
By June 2024, over 44 companies—including major resort operators like Bloomberry and Travellers International—had secured approval to offer iGaming services. Yet, most players still gravitate toward unregulated sites, drawn by faster payouts and a wider selection of games. The study found that only 12% of respondents understood the current regulatory framework or the legality of the websites they used. A further 55% were unaware that playing on unlicensed platforms could lead to legal consequences.
Unregulated sites appear to dominate the market, attracting more players and higher average bets. However, these platforms also result in greater accumulated losses. Over 65% of participants reported never seeing proof of fairness on the sites they visited. Many also complained about poor customer service and unresolved issues.
Researchers identified four main types of players: high-stakes losers (44%), perceived winners (28%), casual break-even gamblers (17%), and a smaller group with varied habits. Despite the risks, players continue to favour unregulated platforms for their perceived advantages, such as quicker withdrawals and more game options.
The Philippines has expanded its licensed iGaming sector, with major operators now participating. Yet, the survey suggests that awareness of legal and regulated alternatives remains low among gamblers. The findings highlight a gap between regulated and unregulated online gambling in the Philippines. With most players unaware of legal protections or consequences, unlicensed sites continue to thrive. The study underscores the need for clearer public information on safe and legal gambling options.
