The Pavlodar Region in Kazakhstan has rolled out a wide-ranging legal stability initiative to cut crime and educate young people. Under Regional Prosecutor Berik Özgeldi, the programme combines civic education, community involvement, and modern teaching methods. Early results show a drop in offences and growing public engagement.

The framework, rooted in the 'Law and Order' principle, forms a key part of the region’s Internal Policy Concept. Over 1,000 events—from workshops to public campaigns—have already taken place, with another 300 scheduled before year-end. These efforts involve schools, volunteers, and law enforcement working together.

A major component is the civic education programme Adal Azamat, which has reached more than 100,000 students. Legal lessons now include stand-up performances, podcasts, and interactive games to make learning more accessible. Local mothers’ councils are also spreading awareness about law and order in neighbourhoods.

Public organisations and volunteers have joined preventive raids and community patrols. Some districts report no juvenile crimes at all since the initiative began. Overall, the prosecutor’s office notes a 5% reduction in crime rates across the region.

The initiative has led to measurable changes, including fewer offences and broader public participation. With ongoing events and expanded education programmes, authorities plan to sustain this momentum. The focus remains on long-term legal awareness and community cooperation.
