Online gambling operators face a mixed outcome as Bet3000's physical establishments reopen, yet online wagering continues to be prohibited.

Bet3000, one of Germany's online and stationary sports betting operators, has recently experienced a significant development in its legal battle with the German Gambling Authority (GGL). According to reports, the two parties have reached a settlement, resolving issues related to the division or management of licenses for their respective online and stationary sports betting operations.

The settlement, dated August 20, 2025, suggests that disputes or disagreements related to license allocation or operations have been resolved or at least put to rest. This comes as a relief for Bet3000, which has been operating its over 200 stationary betting shops in Germany since August 6, 2024.

The industry magazine games & business reported that the temporary license revocation of Bet3000 was due to irregularities in the LUGAS system, which controls deposit limits. This decision could create a precedent for future cases involving gambling companies on the GGL whitelist that operate both online and stationary businesses.

The OVG Magdeburg has made a potentially precedent-setting decision in the Bet3000 case, stating that the permit for the organization of sports betting is divisible, referring to the separate licensing of online and stationary businesses. This view could have significant implications for the future of sports betting regulation in Germany.

However, it's important to note that the final judgment in the Bet3000 case is still pending. The Administrative Court of Halle will make the final decision, and the outcome is currently uncertain, as the OVG Magdeburg has only made a preliminary balancing act.

The court's view is significant, as it could help clarify the division of licenses for online and stationary sports betting operations in Germany. This is crucial, as only operators on the official whitelist authorized by the GGL can legally offer sports betting in the country.

In the past, disputes over license allocations have been important issues, given the regulated environment in Germany. Negligence in either the online or stationary business could endanger player protection and violate anti-money laundering guidelines.

For now, Bet3000 can celebrate the interim decision of the OVG Magdeburg as a "great interim success". The company has managed to settle its accounts with the GGL and is likely compliant with licensing regulations currently in effect. The final decision, however, will shape the future of Bet3000 and the sports betting industry in Germany.

  1. Despite ongoing uncertainties, Bet3000's temporary interim success signifies a potential turning point in the sports betting industry of Germany, as the OVG Magdeburg's decision suggests that the permit for sports betting can be divided, allowing for separate licensing of online casinos and gambling establishments.
  2. Operators in Germany, such as Bet3000, can now explore various opportunities in the sports and casino-gaming sectors, including sports-betting, given the divisible nature of permits and the ongoing settlement with the German Gambling Authority, which may set a precedent in the future.
