Norway's Norsk Rikstoto fixes flaw that bypassed betting limits for 836 players
Norsk Rikstoto, Norway's state-run horse race betting operator, has fixed a technical error that let players exceed their self-imposed betting limits. The issue affected 836 customers between December 2022 and 17 September 2025, allowing them to wager beyond their set restrictions. The company has now informed regulators and is taking steps to address the problem.
The fault was found in two betting formats, Andelstorget and På Lag. It came to light on 15 September 2025 after a customer reported the issue. CEO Camilla Garmann confirmed the error stemmed from a programming flaw, which has since been resolved.
Over the affected period, the 836 players placed bets totalling around NOK4 million (€340,000) that should have been blocked. Most exceeded their limits by NOK500, but seven customers went over by NOK100,000 each. The operator has begun refunding all affected accounts and is contacting customers directly. Norsk Rikstoto has also notified the Norsk Rikstoto board, the Norwegian Lottery Authority, and the Ministry of Culture about the incident. To prevent future errors, the company is reviewing its internal procedures. Responsible gambling remains a key focus, with the operator emphasising its commitment to safe betting practices.
The technical issue has now been corrected, and affected players will receive refunds. Norsk Rikstoto is strengthening its systems to avoid similar problems in the future. Regulators and customers have been updated on the steps taken to resolve the matter.
