New York's final casino showdown: Bronx, Queens, and Brooklyn vie for lucrative licences
Three casino projects remain in the running for New York's coveted downstate gaming licences. After Manhattan's bids were rejected, attention now shifts to the Bronx, Queens, and Brooklyn. Decisions on the final proposals will be made this week.
The two leading contenders—MGM Empire City in Yonkers and Resorts World NYC in Queens—have already advanced to the final stage. Both venues currently offer gaming and plan major expansions if selected. Manhattan's three casino proposals were unanimously voted down last week. The rejected bids included Caesars Palace in Times Square, Avenir in Hudson Yards, and Freedom Plaza near the UN headquarters. Lobbyist Evan Stavisky cited strong opposition from local politicians and community groups, including state Senator Liz Krueger, as the reason for their failure.
This week, the committee will review the remaining projects. On Monday, votes will take place for Bally's Bronx and the Coney Island proposal. Metropolitan Park in Queens will be decided on Tuesday. Bally's needs at least four of the six committee votes to succeed, with one vote held by a representative of local Councilmember Kristy Marmorato.
In Yonkers, MGM Empire City has proposed a $2.3 billion upgrade. Plans include a full casino, three new restaurants, a parking garage, and an entertainment venue. James Cavanaugh, a committee member appointed by Yonkers Mayor Mike Spano, warned that without the licence, the existing Empire Casino would struggle to survive.
Resorts World NYC's $5.5 billion project in Queens is even larger. It features a full casino, 2,000 hotel rooms, a 7,000-seat arena, and over 30 bars and restaurants. Both MGM and Resorts World already operate gaming facilities and aim to expand into full-scale resorts.
Opponents of the Coney Island casino remain hopeful ahead of Monday's vote. Local Councilmember Justin Brannan has publicly opposed the project, which could sway the committee's decision. The final votes will determine which projects move forward. If approved, the winning casinos will bring major developments, including hotels, entertainment venues, and expanded gaming. The decisions will also shape local economies in the chosen boroughs for years to come.
