Meanwhile, the education system is grappling with its own set of challenges. The 2025-2026 school year is expected to see only 4.4% of teaching positions vacant, a marked improvement from 10% in 2023. However, the situation remains precarious, with classes overcrowded, substitutes hard to find, and vacant positions accumulating.

The Ministry of Education's dashboard does not provide information on the availability of professionals who can provide support in the classroom. This is a concern for students with learning difficulties, such as dyslexia, dysphasia, autism spectrum disorder, or others. These students often require personalized guidance and adapted teaching methods, but are often placed in ordinary groups where their regular teacher cannot give them the necessary attention.

The consequences for these students can be severe. They may face early school dropout, loss of self-esteem, anxiety, and the development of secondary behavioral disorders. Moreover, research shows that young people with learning difficulties not addressed have higher school dropout, unemployment, and psychological distress rates.

The situation in education generates enormous social costs. The executive order for cuts given in June forced school service centers to make layoffs that could not be recovered a month later, contributing to the staffing shortages expected this fall. The Ministry of Education agreed to a $540 million reinvestment in July following staff and public mobilization, but finds itself in a precarious situation due to the risk of desertion of its workforce due to exhaustion and discouragement.

The president of the Quebec Confederation of National Trade Unions, Eric Gingras, has warned of the possible effects of exhaustion among school staff due to financial uncertainty, mid-year reassignment changes, and increased workload. He emphasized that investment in specialized education today corresponds to major savings in social services, health care, and social support tomorrow.
