Nation enforces uniformity in construction regulations, as advocated by NIOB

In a media briefing held in Abuja, the President of the Nigerian Institute of Building (NIOB), Mr Alderton Ewa, emphasized the urgent need for nationwide uniformity in the adoption and enforcement of building regulatory laws. The call comes as incidents of building collapse and substandard construction continue to be a major concern, often due to weak enforcement or lack of professional oversight.

The NBC, a code that sets standards for the design, construction, and maintenance of buildings, has yet to be passed by the Senate since it was proposed in 2006. There are no relevant search results specifying which Nigerian states have already passed building regulatory laws and which are still in the process of passing them. Some states, however, have introduced their own laws to curb building collapse due to the delay in passing national regulations.

The 55th Annual Builders' Conference, scheduled for Aug. 19 to 22 in Ebonyi, aims to address these gaps through capacity building, policy engagement, and professional collaboration. The conference theme is "Advancing Builders' Knowledge and Skills for Effective Enforcement of Building Regulatory Laws for Sustainable Development".

Ewa lamented that the delay in passing the NBC gives room for quacks to thrive. He proposed the construction of a skill laboratory project in Lugbe for material testing during construction work. According to Ewa, the safety and durability of buildings depend on the effective enforcement of regulatory laws. He expressed concern about the quality of construction materials.

Construction plays a central role in ensuring that every stage of building complies with approved designs, quality standards, and legal requirements. The NBC addresses key aspects such as structural integrity, fire safety, energy efficiency, and accessibility. Ewa stated that when proper laws are in place, with material testing and professional oversight, and discipline is maintained in the industry, all will be well.

The NIOB President also urged greater involvement of professionals in structural and town planning processes. The conference reflects the institute's commitment to strengthening professional competence, enforcing building regulations, and promoting sustainable practices.

Builders are one of the seven statutorily recognised professionals in the built environment. The conference is expected to bring together builders, architects, quantity surveyors, town planners, and other stakeholders in the construction industry to discuss ways to improve the sector and ensure sustainable development.
