Mandatory helmet usage accompanied by a fee in Spain is now enforced, with additional measures in place.
In a bid to promote eco-friendly transportation and ensure the safe use of electric scooters in urban areas, Spain has implemented new rules for their users.
The new regulations, which follow the launch of Hyundai's electric scooter, aim to provide a clear framework for the operation of these vehicles in the country. One of the key changes is the requirement for mandatory civil liability insurance, similar to what already applies to other vehicles.
Owners of electric scooters have six months from the entry into force of the law to contract this insurance. Electric scooters and certain electric bicycles that exceed 250 W or can travel at speeds over 25 km/h are also subject to this requirement.
To ensure the visibility of electric scooters on public roads, the new rules stipulate that they must have homologated side and rear catadioptric reflectors, a white or yellow front light, and a red rear light. These lights must be steady and provide clear visibility of the surroundings.
Safety is a primary concern in these new regulations. Minors operating electric scooters in Spain must maintain a 0.0 blood alcohol level, and the use of a helmet is mandatory in large cities like Barcelona and Madrid. The use of headphones while driving an electric scooter is prohibited.
To prevent accidents and ensure the smooth flow of traffic, electric scooters are prohibited from circulating on sidewalks and pedestrian areas. They cannot carry passengers either.
The new Motor Insurance Law, recently approved by the Parliament, also includes provisions to penalise those who do not adhere to these rules.
