Macau's satellite casinos close as economic diversification accelerates by 2024

Macau's satellite casino era will officially end on December 31, 2023, after a three-year transition. The closure process has so far been smooth, with labour issues resolved and support measures in place for affected communities. Meanwhile, the government is pushing ahead with major projects to diversify the local economy and strengthen ties with the Greater Bay Area (GBA).

The shutdown of satellite casinos is being managed by an interdepartmental group overseeing compliance, labour transitions, and community impact. Around 3,500 former casino workers have already found new jobs, with no formal complaints recorded. Authorities are also monitoring nearby commercial districts like NAPE and ZAPE, where many casinos once operated.

To boost local business activity, the government has relaxed rules for restaurants on inner streets, allowing outdoor seating to attract more customers. Broader efforts to improve foot traffic include infrastructure upgrades and consumer-focused events. Macau's economic shift aligns with central government guidance, focusing on moderate diversification. Four key projects are underway: the $1.2 billion expansion of Macau International Airport (completed in 2023), the $2.8 billion Hengqin Cooperation Zone (launched in 2021 for tech and finance), the $10 billion Macau New Urban Zone (ongoing since 2022 for MICE and healthcare), and the Greater Bay Airlines hub (established in 2023). These initiatives deepen integration with the GBA, particularly through Hengqin's cross-border innovation hubs and the New Urban Zone's rail links. President Xi Jinping has acknowledged Macau's progress in economic diversification, highlighting its strategic role within the region.

The end of satellite casinos marks a turning point for Macau's economy. With labour transitions managed and new infrastructure projects advancing, the government aims to balance tourism with broader industries. The focus remains on long-term stability through closer GBA collaboration and sustainable growth initiatives.
