Macau's Retirement Fund Faces Growing Deficit as Casino Revenues Decline
Macau's Retirement Fund is facing growing financial pressure as contributions from civil servants shrink and retirements rise. Officials now warn that without further action, the fund's deficit will widen in the coming years. The government and fund administrators are searching for ways to secure long-term stability. The latest budget proposal reveals a tight balance for 2026. Income is projected at MOP 3.22bn, while expenditure will reach MOP 3.35bn, leaving a shortfall of MOP 130m (US$16m). A major part of the fund's revenue—MOP 1.23bn—comes from casino-linked allocations. If these were removed, the gap between income and spending would balloon to roughly MOP 1.3bn.
The fund's troubles are tied to broader shifts. Around 400 civil servants have retired this year alone, and officials expect even higher numbers ahead. Fewer active workers are paying into the system, while more are drawing pensions. Several subsidy programmes also depend on direct government reimbursements, adding to the structural strain.
Macau's reliance on gaming revenue has dropped sharply since 2021. Casino taxes once made up 80% of government income but now account for about 50-55%. The decline stems from COVID-19 disruptions and uneven recovery. In response, authorities have pushed to diversify the economy by boosting cultural tourism, integrating with the Greater Bay Area, and investing in non-gaming sectors like technology and entertainment. The Retirement Fund is set to stay in deficit for years due to demographic changes and funding gaps. Ensuring its sustainability will demand careful planning to balance pension commitments. Authorities must now decide how to adjust financing while managing the impact of fewer casino revenues and an ageing workforce.
