Lotto Hessen has reported its financial results for 2025, revealing both record payouts and growing challenges from illegal gambling. While the company distributed €511.2 million in winnings—the highest in its history—it also faced a 4% drop in overall revenue due to fewer major jackpots and fierce competition from unlicensed operators.

The company's total revenue fell to €744 million, down from the previous year. Despite this decline, online sales surged to €160 million, making up more than a fifth of all income. Lotto Hessen has responded by investing more in digital infrastructure to boost its online presence.

Six players from Hesse won million-euro jackpots in 2025, contributing to the record payout figure. However, the rise of illegal online casinos and betting sites has cut into profits. Since 2020, these unregulated operators have grown their market share from around 10% to over 25%, costing legal lotteries an estimated €2 billion annually. Lotto Hessen has long supported local initiatives, channelling hundreds of millions into community projects in 2025 alone. Funds from the company remain vital for amateur sports clubs, as highlighted by the Hessian State Sports Federation. Yet, the illegal gambling boom continues to divert customers, reducing state lottery revenues by an estimated 20-30%. In response, Lotto Hessen is pushing for stricter enforcement and fairer competition ahead of the 2028 State Gambling Treaty. The company warns that without stronger regulations, illegal operators will keep undermining the legal market.

Lotto Hessen's 2025 results show a mix of success and strain. Record payouts and rising online sales contrast with falling revenue and the growing threat of illegal gambling. The company's call for tighter controls will shape discussions as the 2028 gambling treaty approaches.
