Texas lawmakers have granted the Texas Lottery an extension, with SB 3070 passing and awaiting Governor Abbott's signature.

On May 30, the Texas Senate ratified House amendments to SB 3070, which aims to tighten lottery regulations after a jackpot win caused a stir. The bill intends to phase out the current Texas Lottery Commission and transfer oversight to the Texas Commission on Licensing and Regulations.

Scrutinizing the Scandal

The European syndicate's $95 million jackpot win in April 2023 led to an uproar. Critics accused the Texas Lottery Commission (TLC) of embracing gray-area lottery courier industries that facilitated the syndicate's actions. The syndicate, reportedly, purchased nearly all possible combinations, taking advantage of courier services.

While Texas law forbids gambling online and selling lottery tickets over the phone, courier services maintain they fall into a legal loophole, as they only deliver the tickets. Nevertheless, the incident fueled calls for the TLC to tighten its oversight.

To counter large-scale ticket buying, SB 3070 prohibits courier services from operating in Texas and limits individual transactions to 100 tickets. Tickets can only be purchased in person at licensed sales locations during normal business hours.

A Long-Standing Debate

Over the years, Texas has experienced numerous attempts from socially conservative lawmakers to reform or abolish the lottery. Concerns about morality, gambling addiction, and the impact on low-income communities have driven these efforts. The lottery generates approximately $2 billion annually, mainly funding public education.

With the recent scandal, efforts to abolish the lottery increased; however, the legislature decided to extend it for four more years instead. The Texas Sunset Advisory Commission will oversee the lottery and decide its future.
