Japanese Authorities Intend to Implement All-Encompassing Actions Against Unlawful Internet Gambling Sites

A growing number of Japanese residents—over 3.3 million—are participating in online gambling despite the country's prohibition, prompting the government to consider strict measures to combat the issue. Last month, the Ministry of Internal Affairs and Communications organized an expert panel to discuss the feasibility of blocking access to illegal gambling sites. The Liberal Democratic Party also intends to revise a central law to combat gambling addiction, aiming to grant internet service providers the legal duty to refrain from advertising and facilitating illegal gaming platforms.

The National Police Agency reveals that online gambling is particularly popular among the younger demographic, with many unaware they are violating the law. A survey by Sumikai shows that 43.5% of respondents were unaware of the ban, while 46% admitted amassing debts due to gambling. Moreover, over 60% of users acknowledge self-realized addiction, exacerbated by the ease of access via smartphones.

Experts like Takanobu Matsuzaki, head of the psychiatric department of the National Hospital Organization Kurihama Medical and Addiction Center, voice concern that the addictive nature of online gambling can easily plunge participants into a downward spiral since access to gambling websites through smartphones makes it difficult to break the addiction.

Addressing constitutionally protected telecommunications secrecy poses challenges to the implementation of blocking measures, as internet service providers are barred from surveying data traffic. This obstacle has impeded previous blocking attempts. Currently, the expert panel is examining alternative measures, such as voluntary blocks by foreign providers and increased international cooperation.

In light of Japan's ongoing debate, other countries have already taken decisive action against illegal online gambling. Germany, Austria, the United Kingdom, Norway, Denmark, and Australia have implemented a variety of strategies, including network blocking, payment restrictions, and targeted advertising regulation. These countries have also established licensing systems and strict enforcement mechanisms to ensure compliance.
