Japan Sets 2027 Timeline for New Casino Resort Licenses
Japan is relaunching the bidding process for integrated resort (IR) casino licences. The move comes after only one successful applicant emerged from the previous round. Several major casino operators and local developers are now expected to compete for the new opportunities.
The government has set the application window from May to November 2027. This follows MGM Resorts International’s progress in Osaka, where construction of a $9bn casino resort is already underway. It remains the sole project approved from the earlier bidding phase.
Hokkaido has also signalled fresh interest in hosting an IR. Governor Naomichi Suzuki believes a casino resort could attract investment and boost tourism in the region. Meanwhile, Hard Rock International, which had previously considered Hokkaido, withdrew over environmental concerns. A wide range of companies may now enter the race. Potential bidders include global casino giants like Wynn Resorts, Caesars Entertainment, Las Vegas Sands, Melco Resorts & Entertainment, and Galaxy Entertainment Group. Japanese firms such as Orix, Mitsubishi Estate, and Japan Post Holdings could also participate, either alone or in partnerships. Regional operators like Okada Manila’s Tiger Resort and Genting’s Resorts World consortia have likewise shown interest. Local real-estate and tourism firms are forming consortiums to strengthen their bids. Some have already expressed readiness to submit proposals once the process officially opens next year.
The reopened bidding process will run for six months starting in May 2027. If successful, new casino resorts could bring significant economic activity to selected regions. The government’s decision reflects a continued push to develop Japan’s tourism and entertainment sectors.
