In Hagen-City Center, on September 2, 2025, a 25-year-old man was charged for operating an e-scooter without valid insurance and under the influence of drugs.

The incident unfolded as the man was stopped by police while riding from Hindenburgstraße onto Gerberstraße. Officers noticed the man's dilated pupils, flushed facial hair, and nervous demeanor, leading them to suspect drug use.

The man admitted to consuming hashish two hours prior to being stopped. A voluntary drug test came back positive, prompting the man to be required to give a blood sample for a more comprehensive analysis.

In addition to the drug charges, the man was also found to be violating the compulsory insurance law. He told officers he did not have insurance, believing he would receive it from the e-scooter manufacturer. However, this was found to be untrue.

After asking provocatively about driving away from the police, officers impounded the man's e-scooter. The man was prohibited from riding the e-scooter until the intoxicating substances had worn off.

The man was charged with driving under the influence of drugs and violating the compulsory insurance law. The head of the police in Hagen, Police President Uwe Stürmer, could provide further information about the case.

It is important to remember that operating any vehicle, including e-scooters, in public requires valid compulsory insurance. Failure to comply with this law can result in penalties and the impoundment of the vehicle.
