Ohio Governor Mike DeWine has proposed a significant increase in sports betting taxes, aiming to generate funds for sports facilities across the state. The proposed tax rate stands at 40%, following a previous doubling of betting tax in 2023.

The future of this tax hike is uncertain, as it faces bipartisan opposition. Economists and public policy experts are divided about its impact, with some expressing concerns that it might push consumers towards unregulated markets.

A survey conducted by Scioto Analysis reveals a split among health economists and public policy experts. While a majority agree that increasing taxes on cannabis, gambling, and tobacco will help reduce negative externalities associated with these markets, some experts caution that the tax hikes may not be high enough to drive all consumers into unlawful activities.

Michael Jones from the University of Cincinnati predicts that higher taxes on tobacco and cannabis could lead to a decrease in overall usage among low-income households. On the other hand, Kay Strong predicts a large revenue return for the government, despite a possibly insignificant decrease in demand.

The proposed sports betting tax increase follows a similar trend, with Georgic predicting a decrease in the consumption of legal cannabis, gambling, and tobacco, but questioning whether the tax hikes would be high enough to drive some consumers into unlawful activities.

Meanwhile, some markets across Europe have shown decreases in channelization to the legal gambling sector as a result of draconian regulations. This raises concerns about the potential impact of the proposed tax increase in Ohio.

The latest Scioto Analysis survey also revealed that 15 of 17 economists agreed that increasing taxes on cannabis, gambling, and tobacco will help reduce the harmful effects associated with such activities. The survey, however, also shows that the expert's opinion on the potential downside of increasing sin taxes isn't surprising.

The potential tax hike may generate an extra $130 million in Ohio, a significant amount that could be used for various purposes. Lawmakers are currently debating the increase of tobacco and marijuana taxes as well.
