Increase in gambling taxes proposed, affordability measures planned, and elimination of in-play betting considered in Massachusetts
Senator John Keenan, a long-standing advocate for responsible gambling, is pushing for a significant overhaul of the sports betting industry in Massachusetts. His proposed bill, titled "An Act Addressing Economic, Health and Social Harms Caused by Sports Betting," is an ideological offshoot of the federal SAFE Bet Act.
The bill seeks to protect vulnerable consumers from over-exposure to sports and casino gambling ads on television. It aims to shield consumers from harm not just within the realm of sports betting, but also through responsible gambling initiatives and stringent advertising rules.
One of the key provisions of the bill is the implementation of affordability checks. This means that regulated companies like BetMGM, DraftKings, and FanDuel would be required to verify a customer's financial means before allowing them to gamble. The bill also proposes to limit the amount wagered in a single day to no more than 15% of a person's bank account.
Senator Keenan is also advocating for a significant increase in the tax rate for iGaming transactions. Currently set at 20%, the tax rate would be raised to 51% under the proposed bill. Additionally, regulated companies would be required to contribute $2 million annually to various responsible gambling initiatives, a two-fold increase from the current $1 million.
The bill also targets the high-risk nature of in-play betting. It aims to shutter in-play betting, a feature that allows gamblers to place bets while a sports event is in progress, due to concerns about reckless spending and addiction.
Senator Keenan is proposing these measures as a means to address concerns about the high-risk nature of gambling, particularly in Massachusetts, where young men are disproportionately affected. The bill is part of an ongoing effort by Senator Keenan to address the rising rates of gambling addiction in the state.
It's important to note that the bill is not necessarily the view of all lawmakers in Massachusetts. However, it represents a significant step towards addressing the complex issues surrounding gambling and consumer protection. The bill is part of an effort to expand regulatory oversight over the sports betting industry in the state, ensuring a safer and more responsible environment for all involved.
