Human Rights in the Context of Gender Issues

The German Foreign Office has unveiled a new funding concept aimed at promoting and protecting human rights, with a particular focus on local civil society actors in developing, emerging, and crisis regions. This initiative seeks to eliminate and cease direct and indirect discrimination and violence based on various identity elements, while empowering disadvantaged groups, especially women, children, and youth, to advocate for their rights.

The funding is primarily available in developing and emerging countries, as well as crisis regions. Projects should be completed within a fiscal year and must adhere to a gender-sensitive analysis, taking into account the situation and needs of all genders equally. A gender-transformative approach, which aims to strengthen the rights, resources, or representation of women, is also desirable.

State actors are excluded from being funded. Institutional funding, building projects, equipment, investments, and projects that can be funded under another title are not eligible for funding. Grounds personnel and infrastructure costs of the recipient are generally excluded from funding, as are the core personnel and infrastructure costs of the funding recipient.

Applications for this funding concept are made through the local implementer in the target country at the locally responsible German embassy or consulate. The application is submitted by the local implementer to the locally responsible German diplomatic mission. Evaluations are fundable, subject to agreement.

The spectrum of possible project themes and goals corresponds to the 24 priorities of the Federal Government's Action Plan on Human Rights 2023/2024 in the 15th Report of the Federal Government on its Human Rights Policy. The deadline for application is generally by the end of August of the previous year.
