Haiti’s Crisis Deepens as New UN Gang Force Deploys Amid Collapsing Order
Haiti’s deepening humanitarian crisis has pushed more people to flee the country as gang violence worsens. Beyond the immediate threat of armed groups, public frustration runs high, with many believing their leaders prioritise foreign interests over their own. The situation has now prompted stronger international intervention, including a newly approved UN-backed security force.
The crisis in Haiti extends far beyond gang control. The state struggles with overwhelmed policing, weak border security, and collapsing social services. Criminal networks have also turned the country into a key transit point for drugs, with around 10% of cocaine entering the U.S. passing through Haitian routes.
In 2023, the Biden administration backed a UN resolution for a Kenyan-led Multinational Security Support (MSS) mission to help restore government authority. However, the mission faced severe underfunding—requiring $600 million but receiving only $113 million. Despite these challenges, there have been recent successes, including the training of 892 new Haitian police officers and major drug and weapon seizures.
Now, the UN Security Council has approved a new Gang Suppression Force (GSF), replacing the MSS. Authorised for up to 5,500 personnel, the GSF will be primarily funded by the U.S. and Canada. A U.S.-led coalition, including countries like Jamaica, Kenya, and El Salvador, will coordinate the mission. Without long-term investment in Haiti’s own security institutions, however, experts warn that even this strengthened force may struggle to bring lasting stability.
If Haiti’s government were to collapse entirely under gang control, irregular migration to the U.S. would likely surge, creating further social and political pressures. The most effective solution, according to analysts, remains strengthening Haitian institutions so they can manage their own security. Without sustained resources and a clear strategy, past interventions have shown limited success in addressing the country’s deep-rooted challenges.
