Government policies lacking funding can't generate employment opportunities or spur substantial growth.
In a bid to boost employment and promote sustainable economic development, a significant meeting was held last week in Mombasa. The gathering brought together leaders from Parliament, the National Treasury, the Controller of Budget, county officials, and representatives from the Green Thinking Action Party.
The discussion centred around creating jobs, with Mombasa's waste-to-value plants and Kwale County's mangrove restoration projects being highlighted as potential sources of employment for 2,000 young people and contributing to city cleanliness and sustainable economic development, respectively.
The meeting also emphasised the importance of green jobs, with each county expected to present at least three such projects. The projects should focus on vocational training for youth, innovative agricultural technologies to enhance food security, and improving access to sustainable and reliable energy while reducing greenhouse gas emissions.
The resolutions made at the meeting included settling outstanding bills, adopting digital procurement, and investing in county-level green jobs. Each county is now expected to publish its plan for pending bills within 30 days.
The meeting reiterated the goal of ensuring every dollar the government spends results in a job created and a life improved. It also encouraged youth to monitor job creation outcomes, not just procurement cycles.
However, challenges remain. Many counties and departments are still delaying the implementation of Integrated Financial Management Information System (IFMIS) and e-Government Procurement (e-GP) integration, considered Kenya's defence against poverty and the lifeblood of accountability.
One such challenge is the case of Mama Caro, a widow in Gachie, Kiambu County, who is still waiting to get paid for services provided ten months ago, despite having a government LPO.
The National Treasury recorded Sh637 billion in pending government bills nationwide, underscoring the need for swift action in settling outstanding bills.
Looking ahead, the focus remains on the 'Think Green. Act Green!' mantra, with the hope that these initiatives will not only create jobs but also contribute to a cleaner, greener, and more sustainable Kenya.
