Global representatives meet with Senegalese officials to discuss the upcoming landscape of digital governance

Senegal made a significant mark at the 25th Global Symposium for Regulators (GSR), which took place in Riyadh, Saudi Arabia, from September 1 to 3, 2025. The event, organised by the International Telecommunication Union (ITU), brought together regulators, policymakers, and industry leaders from across the world.

The symposium focused on emerging technologies and fintech, with a particular emphasis on how regulation must evolve to address rapid technological developments. It reaffirmed the critical role of regulators in shaping inclusive, adaptive digital ecosystems and emphasised the importance of greater policy harmonization, agility, and international cooperation.

Senegal, through its national regulatory authority, the ARTP, positioned itself as an active participant in the global digital dialogue. The Director General of the ARTP participated in the high-level discussions and bilateral meetings at the GSR. The ARTP had exchanges with members of the Francophone Telecommunication Regulators Network (FRATEL) and other global regulatory authorities.

One of the key highlights of Senegal's participation was the meeting with Helios Towers regarding the expansion of telecom infrastructure in Senegal. The ARTP also explored avenues of cooperation with the Bahamas' URCA. The Senegal delegation engaged with satellite operators showcasing innovative solutions in connectivity and Earth observation.

The symposium's host, Saudi Arabia's electronic communications regulator, facilitated discussions between the ARTP and various global regulatory bodies. The Director General held talks with ITU leaders, including Acting Secretary-General Martin Bogdan, as well as former ITU Secretaries-General Hamadoun Touré and Houlin Zhao.

Participants at the symposium stressed the need for regulators to act as architects of digital transformation. The event concluded with a renewed commitment to fostering a digital environment that promotes innovation, inclusion, and sustainable growth. With its active participation at the GSR, Senegal continues to demonstrate its commitment to the global digital dialogue.
