Ghana's GoldBod Initiative Struggles to Win Trust in Small-Scale Gold Trade

Ghana's GoldBod Initiative, designed to bring transparency to small-scale gold trading, has faced hurdles since its launch. While regulatory frameworks for artisanal dealers were put in place, enforcement and compliance have been inconsistent. Now, the programme is taking steps to refine its approach and rebuild public confidence.

The initiative was introduced to tackle long-standing issues in Ghana's small-scale mining sector, including money laundering risks. Support from the UK-Ghana Gold Programme helped address some of these financial vulnerabilities. Despite progress, challenges in implementation have led to uneven results.

Civil Society Organisations (CSOs) have played a key role as partners in shaping policies like the GoldBod. Their involvement highlights the broader effort to improve governance in the sector. However, concerns remain about transparency, with calls for the GoldBod to openly share trading policies and operational updates.

This year, the GoldBod has engaged with stakeholders to agree on a fair discount pricing policy. The move aims to balance interests while ensuring the initiative remains viable. Meanwhile, Ghana's upcoming evaluation by the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA) adds pressure. A poor assessment could lead to grey-listing or black-listing, bringing potential sanctions.

The author of a recent analysis has expressed support for the GoldBod experiment, citing its potential to optimise Ghana's natural resources. They also backed figures like Sammy Gyamfi, who advocate for stronger oversight in the sector.

The GoldBod's next steps will include adopting a clearer pricing policy and improving public communication. These measures are seen as essential to regain trust and avoid penalties in the GIABA review. Success could help stabilise Ghana's small-scale gold trade and reduce financial risks tied to the sector.
